The proposal to limit the use of electric shock collars for dog training is being rewritten and will now totally ban the devices in Wales, according to Welsh rural affairs minister Elin Jones.
Ms Jones said that more than half the responses received during the public consultation favoured a total ban rather than allowing specific exemptions.
She said: Many of the respondents commented that there could be considerable difficulty in policing the exceptions. These difficulties included the length of time for which a collar was used and whether the collar had been fitted and
used in accordance with the provisions.
