No he doesn?t, deer are wild and belong to the owner of land where they are killed so it?s ridiculous that this neighbour is trying to lay claim to them.
You are quite free to shoot these deer for your friend so long as you observe the legalities surrounding seasons and rifle calibres.
You should also ensure, of course, that it is safe to shoot them on the land they?re visiting.
