With big cats such as panthers roaming the countryside would it be legal for somebody out shooting foxes and vermin to shoot such an animal given the chance?

They do not fall within the usually accepted definition of vermin.
Besides why shoot one anyway, unless it’s worrying sheep?
Let’s continue to have a few mysterious animals in the countryside – it makes good news stories in quiet times and there’s always the chance of a sighting on the way back from the pub.
